What do they hope to accomplish by taking away their ties over people? Oddly enough it would be easier to understand if they just killed them. It sounds more spiteful then politic this way.
Unless there's more to it then we know. If for instance the local magistrate wanted to demonstrate his zeal but was not personally sadistic(like Captain Renault), one could see him doing something like that. One of the problems with political fanaticism is that fanaticism becomes the path to power and it is easily feigned.
